Experts of FAI “Glavgosexpertiza” studied the design estimate documentation for the construction of the terminal of liquefied natural gas and stable gas condensate “Utrenniy” in the Ob Bay of the Kara Sea. According to the results of consideration positive conclusions are issued.
The terminal “Utrenniy”, included by the order of the Government of the Russian Federation in the port of Sabetta, will be built on the west coast of the Gydan Peninsula in the Yamal-Nenets Autonomous District, in the area of the existing berthing facilities of the Salmanovsky oil and gas condensate field (Utrennee field) of the company NOVATEK. The field with proven reserves of about 1.98 trillion cubic meters of natural gas and 105 million tons of liquid hydrocarbons should become the resource base of the Arctic LNG-2 project.
The construction of the mooring complex and the onshore facilities of the terminal will take place in seven stages. The first three are set aside for the creation of infrastructure facilities of federal property, including the construction and reconstruction of deep-water approach channels and means of navigation equipment for servicing the icebreaker fleet and cargo vessels.
Within the remaining four stages, work will be carried out on the construction and reconstruction of the investor's port facilities, Arctic LNG-2 LLC, including three new sections of the new wharf quay with the artificial land plot built and the existing pier reconstructed. Also coastal infrastructure facilities will be built.
Until the completion of the construction of the Arctic LNG-2 plant in 2022, the terminal “Utrenniy” will receive and store construction cargo, fuel and lubricants materials, equipment for the production facilities of liquefied natural gas, industrial cargo for the construction and operation of the Salmanov field (Utrennee field). In connection with the tight deadlines for the construction of the plant, the project provides for year-round cargo delivery using the berths of the existing pier of the field.
Financing the construction of the terminal “Utrennee” is planned to be carried out at the expense of the federal budget of the Russian Federation (26.57%) and at the expense of the investor's own funds (73.43%). Targeted funds for dredging in the Ob Bay for the terminal “Utrennee” were allocated from the federal budget in accordance with the instructions of the President of the Russian Federation on the accelerated development of projects in the Arctic zone of Russia and the Northern Sea Route of February 27, 2019.
