The Russian government has approved a Comprehensive Plan for the modernization and expansion of trunk infrastructure for the period up to 2024. The plan includes 11 federal projects. Nine projects are aimed at modernizing and expanding the transport infrastructure; two federal projects are aimed at modernizing and expanding the energy infrastructure. The order of September 30, 2018, No. 2101-p was published on the official website of the Russian government.
The comprehensive plan was developed in accordance with the decree of the President of Russia dated May 7, 2018 No. 204 “On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”.
In accordance with the goals and objectives established by Decree No. 204, the Comprehensive Plan includes 11 federal projects.
Nine projects are aimed at the modernization and expansion of transport infrastructure - the transport part of the Comprehensive Plan. These federal projects provide for the development of transport corridors "West-East" and "North-South" for the transportation of goods and increasing the level of economic connectivity of the territory of Russia through the expansion and modernization of railway, aviation, road, sea and river infrastructure.
The transport part of the Comprehensive Plan includes the following projects: “Europe - Western China”, “Sea ports of Russia”, “Northern Sea Route”, “Railway Transport and Transit”, “Transport and Logistics Centers”, “Communications between Economic Growth Centers”, “ Development of regional airports and routes ”,“ High-speed railway communication ”,“ Inland waterways ”.
Two federal projects - “Guaranteed provision of affordable electricity”, “Guaranteed provision of transport of oil, petroleum products, gas and gas condensate” - are aimed at modernizing and expanding the energy infrastructure (the energy part of the Comprehensive Plan).
The Comprehensive Plan defines the target indicators of federal projects, responsible executives, the amount of funding and a preliminary risk analysis.
Federal projects were formed based on the results of joint work of the Ministry of Economic Development, the Ministry of Transport, the Ministry of Energy of Russia, and other bodies and organizations.
The priority of the transport part of the Comprehensive Plan is the innovative transformation of the infrastructure construction industry. To this end, it is planned to introduce and widely use advanced technologies and best practices, digitization of the transport industry and logistics processes.
The implementation of the projects of the transport part of the Comprehensive Plan will make it possible by 2024 significantly to improve the transport system, to achieve all the indicators for the increase in freight turnover established by Decree No. 204, and to increase the economic coherence of the territories.
The integrated plan is structured by analogy with national projects and is synchronized with national projects “Safe and high-quality roads”, “International cooperation and export”.
